Refurbished PCs are fully functioning Laptops and Computers that have been traded in by businesses for newer models.  These computers are wiped clean of any data, a full diagnostic test is then run on each of these to check for any faults and  finally, they are loaded with new software and sold on at discounted prices.  These computers are business models and so are more durable than the everyday household computer.  They are probably less likely to have after sales problems than new computers as they have already been given human testing.
